yeah, that finally dawned on me … but so accustomed to seeing power poles in the middle of sidewalks, the "warning" tape didn't register with me until now

The obvious thing here is that the sidewalk was there before the pole. After they placed the pole, someone did a E36 M3ty job of putting asphalt around the base instead of concrete. The fact that they did nothing to direct the sidewalk around the pole resulted in a piece of reflective tape being put on the pole itself is what puts the icing on the cake.
