The dealers are typically registered with the DMV and can issue registrations/plates. However, I know there are some limitations on what they need in terms of paperwork to issue a registration/plate. For example, when we bought a minivan last summer, the dealer didn't have the necessary paperwork (I'm assuming title) to give us the plates, so we had dealer plates for a week until they were able to get the paperwork in order. I'm assuming they paid their bank (most likely Honda Financial - it had just come off-lease) and received the title during that time period.

Temp registrations in CT are basically so you can go for your emissions and/or safety inspection. Unfortunately, in order to get even a temporary registration, you need a title signed over to you. It's unfortunate that the rules vary so much from state to state, as it can make deals across state lines very confusing.
