Looking for a cheap laptop mostly to store and organize my photos. Any recommendations?
You can run GIMP on a Chromebook if you want/need a powerhouse photo editor.
Of course it can depend on your camera and types of photos you take. For me I'm all cellphone camera and almost all of my pics are of work stuff like pumps and other machinery. My phone's Android, so the Chromebook plays nicely and works just fine for my nefarious purposes.
More info on how the photos are being taken, what you want to do with them as far as editing, and if you're looking for cloud backup or just local storage would help narrow it down. A Chromebook is going to be the best bang for the buck, if it will do what you need it to.

As far as photos go, just cellphone pics. Not looking to do much in the way of editing, just have them stored in an organized way that isn't on my phone. Don't want to use cloud storage.
Android or iPhone? If the former, Chromebook is a no-brainer. If it's an iPhone you may or may not be able to get them to talk to each other (I don't speak iPhone, so I'm no help with that).

So true. I made the mistake of picking one up as a cheap tuning laptop. It's a terrible, terrible thing to use. I should have spent 25% more to get 100% more computer and a trackpad that works.
I picked up a Lenovo Thinkpad T430 off Amazon for $270 refurbished. It came with a 128gb SSD. I pulled the CD drive and installed a 2tb SSD as extra storage.
It is super quick. I5 cpu, 8 gb ram. I can recommend it.

I know it is not cheep but I was looking at an xps13 and the 15 and it is amazing how much computer you get in such a small light package. I am hoping the adoption ARM processors in laptops make these obsolete fast so I can get one on the cheep in a couple years.
