OWI doesn't require you to be on a public road. This allows them to arrest you when you're in a parking lot, or in this case a race track.

everyone that races at Martinsville races on concrete... maybe Bristol, too, i can't remember..

regarding the OP: i don't think criminal charges should be brought up on this guy, especially not any kind of DUI type of charge since it's not on a public road... but the track could ban him for life and spread the word to all the other tracks in the area.

my sister's buddy got one on his skateboard in chicago. he was standing on it as she and his brother had his arms on their shoulders rolling him home. cops got him for "operation of a toy vehicle" DUI. his brother got one on his bicycle.

odds are they don't run Martinsville or Bristol either ... not much local Fri night stuff at either of those

You can race at 14 years of age at most (if not all) tracks up here.

It used to piss me off that the rallycross officials would ask for your license and ownership. Really, it's none of their business.

it depends ... comp license .. AFAIK ... no state license needed ... if TT/PDX then yeah, a state license needed

Every autocross I've run has been on public property. License required. The Rallycrosses were on private property. No license should be required.
