Ground loops are normally caused by outlet wiring. Get a 3 dollar outlet tester and make sure one of the outlets aren't wired incorrectly.

OK, I plugged the TV directly into the outlet that the PC surge protector is plugged into and the noise is gone. Picture looks good. So ground loop/signal interference is definitely the issue. This solution is imperfect but will work as a quick and dirty answer.

I appreciate all of the help. Electronics are definitely not my strong suit. I'll grab an outlet tester next time I'm out because I'd love to figure this out and keep everything plugged into their normal outlets.
