How would anyone keep records on a scratch off?
Even if the story was legit, how would anyone know they had won, and why would they assume the ticket they threw in the trash was the winning won Jones found?
The judge blew it on this one.
The only non guilty party in the whole story is the woman who pulled the ticket out of the garbage can. The whiner is wrong, the lottery commision is wrong, the judge is wrong.

woman threw out ticket. when i throw stuff in garbage i waive all right to garbage once it is (in public trash can, on curb, in garbage truck, etc...)
if woman can prove she purchased ticket and machine malfunctioned, the lottery commission owes her $1m and the jones lady should be allowed to keep hers as well.
and again, the judge is a moron.
