It most likely is labeled inert, if it's actually inert, though being in the ocean can affect the round.

I got on a plane in Yuma, Az. and two young marines got pulled out of line (very small airport). One had an empty 9mm cartridge in his pack and the other had a full 9mm cartridged in his pack, both were in civilian clothes. They made the plane just as the door was to be closed, but I'll bet someone from the Marines wants to talk to them at the other end. Don't they teach weapons safety anymore?

The Gubbyment is funny and posessive about their gun powder stuff....

A later story says it's a "telemetry" missile, which (I think)means propellant and seeker but no warhead.
