The problem with the whole idea is that it not only would raise the costs of what we do, it would also be doomed to fail. She's operating under the false assumption that education (i.e. making teens aware of how risky street racing and reckless driving are) will make the kids less likely to engage in risky behavior.
That's rubbish. They already know about the risks.

I'm not a neuroscientist, but it seems that teens' brains are wired differently; i.e. they are
are set up to seek risk and do so more around their peers than when alone.
The only solution is to do what we do; provide a safe, legal place for them to seek excitement, novelty, and the praise of their peers....legal motorsports kept at affordable rates.

What would be better is for a bunch of racers to organize a hugely successful Toys for Tots, a Food drive or other charitable work.
Likewise, there could be a bunch of racers or car people who offered "scholarships" to the street survival series of events so young kids could learn how to really drive.

Sunshine State Minis does the Undie 500, and MSCC does a toy drive each Christmas. (We give the toys to the local Sherrif's Dept. as part of their charitable toy drive.)

Yeah, I remember that woman. I put her in the same category as the people who want to ban guns: blame an inanimate object for the actions of the person holding or operating it. I seem to recall that was put to her several times but she didn't want to hear it.
Don't want to do donuts on her lawn (I learned a long time ago that backfires badly! ) but I could definitely get behind a Toys for Tots, food drive, etc.
