Someone else already said new cars don't need plates for 6 months: just the temporary registration in the front dash.

Regarding the handicapped spot usage, he was diagnosed with cancer in 2003 and had a permit, just no plates. Before then, he used regular spots like regular people.

Yeah, they're kinda fun to follow in a casual curiosity kind of way. For guys that grew up under such incredible scrutiny, William and Harry actually seem like they turned out OK.

It doesn't sound like she went blazing past if they had time to notice her driving, react to seeing the Queen and she had time to smile and wave back as indicated in the article.
