The 'add water' instant mixes from the store all seem to have a bunch of entirely unnecessary cheap garbage ingredients that end up tasting vaguely like disappointment when made with water. Getting better quality and tasting ingredients require making it with milk only. But when you're making cocoa on the go, water is often your only option... So what to do?
A better instant hot cocoa mix to make with water starts with the good (add milk type) ingredients and simply combining it with powdered milk. Voila! Water friendly instant hot cocoa mix that doesn't suck. The main trick is that for the best results it requires starting starting with cold water first to dissolve the the powdered milk, at least enough to make it like brownie batter, then adding the hot water or heating it up to melt in the cocoa.
It's not particularly difficult to DIY, but for people who are already overburdened for time and responsibilities, I still haven't figured out why this does not already exist on store shelves.

Half and half makes amazing hot cocoa too.
Sometimes I'll pour some peppermint mocha coffee creamer in mine if we have some in the fridge.
