No, it's like an ER visit - they perform the services before they know if you can afford them or even if you want them or not.

I wonder if this is a sideways method of paying for the police cruiser that now has to sit on the shoulder during the extraction process... when it could otherwise be out on the road catching speeders (making money).
I remember reading that somewhere in the Rockies (Colorado?) you had the option to buy a backcountry pass or something for small money. It required a loose plan of you travels. If things went bad and you hadn't filed the pass, you could be held responsible for the cost of the rescue. If you did file they couldn't charge you. It was an incentive to have good info on file to make a rescue easier

Pennsylvania ( as I suspect you already are aware)already charges a multitude of fees tacked on to traffic citations, one of which is an EMS fee...
...and I just visualize someone skidding on ice, hitting a curb; maybe a flat tire results; all of a sudden they're cutting your roof off...
How did skiing come into this? Anyone who has ever gotten a traffic ticket in PA knows that EMS fees and all kinds of other nonsense it becomes almost twice the fine in most cases. Harrisburg City PD is without any question or shadow of doubt the biggest waste of tax payer funds in the history of this country. I wont put the full story up but I was rear ended at a stop sign by an unmarked HCPD car, I was ticked for not obeying traffic signals (For STOPPING at a berkeleying STOP sign) and my taillights being out (this was determined after most of the back of the car was smashed lights included) I was also charged a clean up fee.
If the Harrisburg PD car screw something up/abuse their power they will. I am so glad I get to stay in my cocoon 30mi south of that god forsaken city.

PA there are 12 states in the country that require limited tort (no fault) insurance. PA goes one step further... they have optional no fault insurance.
So how in the heck is THAT gonna work?
I don't like it because it is a way to increase revenue for a department that is supposed to be budgeted in the city or county budget without following the standard procedures. Added fees called "Extraction fees" for tax funded services are similar to "OMG we won't have any more police to help you if you don't approve the tax hike!" press releases in manipulation technique.
