Long story short. I have a sibling who hasn't made the best of choices or had the best of luck. After a few accidents and tickets and missed payments on her auto insurance she was dropped and then went a few years without.
In an effort to straighten out the wrongs in her life she started calling around to remedy this and 5 out of 5 companies just said no.

She should try a multi line independent insurance agent, to see if they can get her in the door. She may have to pre-pay the term in full, though.
Safe Auto also mostly deals with people who can't get insurance elsewhere, minimum limits only.

Progressive and Dairyland fight over these types of risks. It may not be cheap, but the should take her on.
General came through with some not too terrible rates all things considered.
not sure if your (or her) state offers this, in VA you are legally allowed to not have insurance by paying an uninsured motor vehicle fee. its $500/yr.
Im not saying thats the right choice but its an option.

This. Most states require insurance companies to insure a certain number of "high risk" people. However, the rates may be really high.
Esurance has been good to me. I'm 99% certain I'm high-risk. $72 a month for my Accord.

Progressive is evil, and are to be avoided at all costs. if they are the only company that will insure someone, then that person should do the right thing and just stay uninsured instead of giving them any money.

In M.D the first day is $150 and $7 or $8 a day after that, if you go all year this come to a rough total of $2800 a year per car/ bike.

Up here it is called Facility Insurance - the insurance for people who can't get insurance.
Since auto insurance is required here, there has to be somewhere for the uninsurables to go.
