I'm at an RV park and trying to log into their wifi.  I select the network and enter the password.  It then says "Obtaining IP address" and that's where it stops.  Or a few times when I tried, it takes me to a sign in page that's totally blank.  I tried connecting my smart TV and it can't connect either.  I'm certain I have the right network and password.  What gives??

sounds like a problem on their end, and they need a router reset or a rework of their wifi passthrough.

Alternative guess - their WiFi access points are overloaded and thus not sending a response in time. I occasionally see that at hotels as well.

Ask a neighbor if they were successful.  The blank sign-in page may be relevant.  It seems I've been places that had you click a disclaimer before letting you on the network.
