As next of kin your wife or her mother could request his complete service records from the Army, which may include his basic graduation photo.

Info on that side of the family is a bit tough to come by. What we have so far is :
James P Harrington Born in 1921 in Yonkers NY and died 1997. He may have enlisted in the Army in 1942 in Columbia County NY.

You might try the National WWII museum in NOLA. They seem to archive far more than they can display, but I have no idea if they have a way of sharing that with others.

Fold3.com can be a good source of info, and they will have free access to certain documents throughout the year, usually around holidays and wartime anniversaries. They also have a 7 day free trial. I have used them in the past and if you are patient you can get free access to almost everything if you are willing to wait.
I was going to say Fold3.com also. They are a part of the ancestry.com group so if you sign up with the right package you get something like 4 or 5 different websites.

Didn't think it would be that easy.
Any information on his Army time? Unit, where he served, when, etc? That stuff could help a lot in searching military records and such.
