Lacking any kind of lettering, I would say not. There is a "Fraternal Order of Eagles" that uses similar symbols but always with some lettering to indicate what it is, at least F.O.E or L.T.J.E

Where is it?  In a government building, a house or somewhere else?  Context helps, it may just be a decoration.

Reverse image search just gets yiu a few examples labeled "vintage front door" if your door is not in Seattle, there's at least 2 of them

The Eagle is on so many flags , company logos  , Etc

Eagle has been the symbol of the USA for about 250 years, it's not unusual to see them around doorways. I'd guess the homeowner was affiliated with the military or government.
