Bumper sure looks repairable to me, even if it won't buff out. Depending on how they are made, even a scratched taillight lens can be sanded and polished to like new. Find another body shop.

this is like owning any sort of expensive sport or luxury car.. the repair shop is like a shark smelling blood in the water.. in this case it is green and has dead presidents in it

To be "perfect" it should have all new parts. Down the road, if you sell it, a buyer will respect replaced parts more than repaired parts. The funny thing is if you make it "perfect" you get the bad carfax history that goes along with it, automatically knocking down your price, and scaring off some potential buyers.

Not to be a party pooper, but there is a crack in the paint to the left of the top yellow mark, and the line between the quarter panel and the bumper looks askew to me- you can see the bumper sticking out at the wheel well 1/8" or so. All of that would not get a second look from me if it were my civic, but this is a beast of a different orbit than the one I inhabit. Oh, and I think I see some stress fissures in red part of the lens above where the impact occurred. In this price range, the body shop assumes you know and like the position.
