one could get passive-aggressive about it... throw a potluck bbq party for everyone in the neighborhood- who doesn't enjoy hanging out with good people for an afternoon and eating burgers, dogs, and steaks off the grill?
then when you are in a group of people sitting in a circle of folding chairs with paper plates full of barbecued goodness in your laps, make sure that the offending neighbor is in the group and start talking about what a great neighborhood you live in because there are nothing but good people there and most definitely no drug dealers in the area or anything shady going on that you can see...
or is that just the Minnesota Nice way of dealing with these kinds of things?

yeah - I'm not passive aggressive. If I have a problem I think I need to be heard on, I'll speak up.
My only issue in this case is that he'll either lie or tell me the truth. If he tells me the truth and it's innocent, it's going to sound an awful lot like a lie from where I'm sitting. He's not going to say "I've been dealing pot, I'm sorry, I'll stop right away". I tried to call him this morning, which is how I discovered his number was bad. I'll manly-man it with him, but it'll be tough. I have a busy afternoon every day with the kiddos. By the time I get time, it's late. At least the mailbox gives me a talking point to not just be a jackass.
I think you have a real problem going there. It has all the signs of some type of illegal operation going on. I have 3 out of 5 neighbors that are or were involved in the meth trade, and all night long cars coming and going was pretty typical. One is now on the national contaminated meth site list. I would suspect at least 5 more meth labs up the road. Note that not all meth heads look like meth heads. In your case, could be pot, or whatever else is in these days as well. I think my neighbors are now relatively clean, or at least more discrete. Most of them, anyway. The state made pseudophed a controlled substance, now requiring a prescription and that cut down a lot of the home based labs.
I think I would strongly disassociate myself from your neighbor. No more "we got each other's back..." kinda stuff, certainly. No more "watch my place when I'm out of town" either. I wouldn't want anything at all to do with him. When the bust comes down, and it will, you don't want to be anywhere near it or connected to it. I would also suggest that the popo already know of him. I think they know of 90+% of the labs/dealers and just bust the ones they feel like at their leisure. There was an article in the paper here some time ago quoting the popo (sheriff) as saying they would rather bust them out on the street because then they didn't have to clean up the contaminated property. That may have changed since they put in the contaminated site laws and created an industry that cleans them up. Either way, I bet the popo know all about your neighbor already.
Also, it could be just the 20-ish YO boy that is doing this, if he is there regularly. I think one of my neighbors was mostly just the 20-ish YO boy dealing/making. Not 100% sure though, but I think he took the fall. You occasionally see like 3-5 sheriff cars someplace and things get quieter for a while after that.

I wouldn't worry about it unless something worth involvement comes up.
If the honking happens on a regular basis in the after hours, call in noise complaints to the cops. They will have to make reports so there will at least be a record of something going on at that address. Don't feel bad about calling the cops for noise complaints although mundane it is their job.

That kid is gone. He lived there for about a month and neighbor-Jimmy kicked him out, back to Mom's. Never heard the story. Somewhere in Alabama I think now.

We lived at the end of a long private drive for about 10 years. We got two types of late nite guests; horny boys looking for the good looking girls at the house nearest to us or drunks trying to find the bootlegger taxi driver(a Tn tradition) who lived at the entry to the road. No doubt in my mind that in his financial crunch that your neighbor has resorted to a creative financial dealing.

Most drug dealers and users are too paranoid to honk and bring that much attention to themselves. Seems counter-intuitive to me, but I guess they could just be dumb.
I had neighbors that thought I was a drug dealer because I always had people stopping by my house. I just had lots of friends and my house was a popular hangout.

that's what I'd say. Seems like your closer than just neighbors, your friends. If you say "dude, whats up with all the honking in the middle of the night? Can you make it stop?" He'll either be like "NO I HATE YOU DIE" or he'll feel regretful and tell his buyers to pick up somewhere else.
Cops will take it more serious if you show up in person to report it, just remain anonymous (yes, you can). Dates, times, vehicle descriptions etc., be vague about the address if need be as to not identify yourself.... let the PD figure it out. One traffic stop for a suspicious vehicle may rip it open if that is indeed the case. Just calling it in may result a result in a one and done dispatch for suspicious activity... and yea, bad guys listen to police scanners. Maintain the neighborly relationship, throw no flags.
