I have seen a lot of people strip out Tapcon's by trying to put them in using a high torque power drill and bits. If I use a power drill I turn the torque down to where it starts to slip as soon as the head hits the surface of whatever I am hanging up. If the block seems to be soft I screw them in by hand.

You don't want lead shields.
A lead shield is a larger diameter than the hole for the lag screw that goes into it.
That means you would have to align and pre-drill every hole before securing the cleat, then get all the lag screws to align at once with your holes. You can't drill through the cleat.
Bleh.
They are useful if you are hanging a floor system on masonry, but a complete PITA for what you are doing.
The Tapcons are really what you want.
And Streetwiseguy is right that flush head Tapcons exist, but they are phillips head, and might be tougher to drive. You could use them, or countersink the hex head Tapcons.
Those stud wedge anchors Streetwiseguy showed are a nice piece of hardware (which you can drill through the cleat), but like he said, they are overkill, and the nuts will get in the way of the French cleat idea.

If your cinderblocks are hollow, and if you can aim for the open spots, I've found that the Toggler wall anchors are excellent. They will not work in solid wall, but work great in drywall, and would work in block as well.

There are a couple of diameters with differing strengths. I've used them to hang flat panel displays, computer kiosks, and pedestal sinks. Highly recommend!
So I saw an ad on tv for ramset today. Looking on the internet, seems like its a bullet fired nailing system for masonry. Y'all want to learn me? Seems like it would be quick and easy for hanging the French cleats and such. But it almost sounds too good to be true.
you're right. Ramsets work great for attaching the base of walls to concrete floors. Tapcons are the way to go. Refer to the box for the correct sizing and all ways drill the pilot hole with a hammer drill and install the Tapcons with an impact driver. If you drill at 90 degrees to the hole the pilot should be straight and not oversized. Good Luck
Have a good look at your tapcon drill bit for runout once you have it chucked up in your drill. I've had some that were garbage right out of the package. A wallered out hole ain't gonna hold E36 M3.

No.
Your French cleats will be keeping the fastener in shear.
Ramsets suck in shear, especially in block.
Plus, you technically need a license to operate a Ramset (I know you don't care). It's a firearm.
Ok. Back to tapcons.
Wall cutting and floors to start this week. Im excited.
