I won't offer a number because I could just type it into my estimating system and be close. I'd write to fix that quarter corner panel all day. Nobody will want to install a side panel on that thing and a good metal guy should be able to pull that back and make it good. Tail light from Car-Part.com and you're good to go.
I agree with John. Fix the 1/4, replace the light , paint the damaged areas and be in the $2k range.
I'd say it'll depend some on if you are going through insurance or if the district or bus company is paying for it out of pocket.

I have a police report and an insurance company from the bus. I have opened a claim with that insurance company from the bus and they told me over the phone to go get estimates from the body shop of my choosing

And with carfax being a deal-breaker for a lot of buyers, I’d push for them to total it or sell immediately after repairs are done.
From the shop quoting for insurance co, I’m guessing $6100. Because they always go high assuming the insurer will negotiate them down, and if that doesn’t happen, more margin. Out of pocket I’d guess quote at $4500 to $5000. But I bet if you had to you could get it 98% of the way there yourself for $1000. ;)
When a lady smooshed in the driver door of my 14 year old ex DD Saab, the shop quoted insurer $2500 to hang and paint match a new door.

OK. Some school districts still operate their own buses and may be self-insured, which is why I asked.
I'd go with around 24 hrs of labor (spread out over a week or so) and maybe $500 for materials. Using a WAG of $100/hr for the labor in your area, My money guess will be $2900.
Whatever it turns out to be I would pocket the $$$ and leave it as is with a new light. Put the $$$ in reserve for the next vehicle. In my fleet cars time out after they hit 10 years so I would not be putting $$$ into a car that still did the job with two years to go. Chicks dig scars.
