I would blow it all on something Italian and learn a horrible lesson probably. If there was some supervision it would get better. Buy an Alfa GTV-6 in reasonable shape. Drive the piss out of it for a spell, sell it for a profit. Audi quattro turbo. Subaru RS. Buy a collectible car that's value is rising, drive it hard, sell, repeat. $40,000 would keep me in a fast car for years.

32k for a Chevy Volt and 8k for a stage rally car. (I have almost 7k into my rally car right now and it needs about a grand to be "done", so it's not a random number. I wish I had the other $32k )

Edit: Crud, I'm not good at reading rules late at night. I guess I'll have to throw some options on the Volt to get it to 35k and limit the rally car to 5k...

It depends on the rules.

If I can buy a sub-$5000 second car, but put part of the main budget into mods, I'd do exactly what I'm already doing, only with a bigger budget.. Lightly modded Mazda2 DD, totaling about $20k, and the rest into a super nice restomod track/weekend 325IS.

If its gotta be 35k/5k, there's a lot of options. I think I'd probably go with either a Miata or MR2 for the cheap car. For the $35K, I think it'd have to be an STi hatch.

If I get to keep my current cars, I'll spend the $35k either on some form of Porsche, probably a 993, something awesome and vintage and a huge waste of money, or an S2000 CR.

I would buy a turbo sentra project (or something to that extent) that someone already built for the 1.5K. Use it for parts to build my own supercar like a Midlana/Atom and part out the rest of the Sentra.

With the 30K I would go for one of these ( yeah I know they didn't actually make um but I am never going to have 35K either)

I'm bummed about the Aptera as well. I really wanted one of those. Hell, I was even trying to figure out how to become a dealer. Loved that car/bike/thing...

930T RUF.....might as well buy a 911 that is a man's 911

And considering I've driven two ruf 930t's that sold for 28-30k, I'd spend the other 10k on a SVT lightning(I know, breaking your 5k rule, whatever)

For explination of "Man's Porsche" Cannot rely on fancy computers to save you in the event of stupidity......930's sit in their parking spot plotting ways to kill you afterall.....

I have $40,000.

Boy, that did feel nice. How do I make it happen?

I would get an FR-S or BRZ with as many options ticked as I want, and the best fullsize long bed pickup truck that $5k could get, assuming I have the space to park it.

Pay off bills so that I could get back within my means and actually be able to do car stuff again!

But to add constructively to this exercise, I'd buy my wife a fun car and get myself an '02-03 Xtype with a manual transmission and strip it for the track. Mine would be the cheap one as I've already got a fun car and she gave up her fun car when our son came along.

Lotus 7 replica of some description, and an '80s 911. ~20K each.

I don't have a "Winter" to deal with, per se

edit: that's not fair, actually. I'm mixing US car pricing with Australian weather. Just the Lotus, then. And maybe a cheap Volvo wagon for a bike hauler.
