Came across an old mini dvd from one of dads old camcorders. It's my first season autox'ing. I'd love to put these videos online because they also contain some old friends in them. Pulled out an older Dell laptop that still has a disc drive but it won't recognize it because it's ok small. 

how do I get this data off this disc and into something more modern?

Most DVD drives should still have the tray dent for a mini DVD.  I am wondering if the DVD has not been finalized by the camera.  If the camera still works, you can look into that.

That camera is long long gone. The videos were taken in 2007. The only laptop we have with a disc drive is the type you put onto the hub that spins it. 
 

the dvd player we have has that indent and played the movies fine. The laptop reads normal dvds fine and data dvd's/cd's.

The laptop-type drives where you put the disc onto the hub are actually better for reading below-full-sized discs, so I'm thinking either the disc wasn't finalized or it's in some kind of incompatible format (there was a time when +R and -R drives were separate and incompatible, maybe the laptop is from that time?)

Edit: Since the camera's gone it looks like you're down to software fixes. Try taking a raw image of the disc as a backup first.

Disc appears to be finalized as it plays in a normal dvd player fine. The laptop doesn't even recognize there's a disc in the drive with this, but reads full size fine. 
 

we never had issues with +/-R or RW in this laptop on full size in the past. I think this is an issue with the smaller disc in the drive. I can't just chuck it into another because we don't have any more lol.

An easy button may be using one of those "digitize you videos" services that convert old media for you.  I am pretty sure they could deal with it even though it's a bit opposite of what they normally do.  I know there used to be ones at Costco's, and maybe Walmarts (?).  They may be all mail order now (?)

Local camera / video / electronics / computer shop (most of which are gone)?

They were external and damn Porky looked good back then. We called my 02 elantra porky because she was fat, slow and plowed like a pig when you didn't do it just right.

OK, got a work computer to read it. downloaded VLC to read them. But now it's in one large chunk of all 20 clips in one. Not sure how to cut those down. but I'm getting closer.

Lots of free to download video editing softwares.  I've used ShotCut and it seems to work well.
