Some sort of bearing shaft press. Any hints as to the sort of vehicles or tools that accompanied this one? I've built tools to this sort of standard at work, so I'd say it's not a production tool that would ever have had a manufacturer's name on it.

Cleaned out an HVAC guy's garage for his widow last week.
I have a tool sorta like that for torquing nipple threads. Lock it up tight, torque it, then loosen the retainers and back it off. That is odd with the internal spar though.
Being HVAC, My guess is it's something to install / remove / berkeley with a compressor clutch of some sort. Maybe the holes are to allow access to a snap ring or clip or pin to install or remove it.
Looks like it would press a shaft out of a bearing/ bushing in close quarters.
Worth more if there's nipple threads involved.

This. For pulling blades when replacing condenser fan motors. Invaluable tool for the HVAC tech as 99% of the time the blade is rusted to the motor shaft.
