A segment of a dead caterpillar?

Definitely don't touch it. Those are urticating hairs at best, hiding venomous stingers at worst.

Edit: It does look like a section of, or skin from, some kind of bristled caterpillar. Had no luck pinpointing a species.

That is part of a caterpillar.

I am guessing Sycamore Tussock Moth.

Yeah, looks like part of a spun glass slug moth caterpillar. Maybe something tried to eat it and did a hard nope? They apparently pack an extremely irritating poison.
