If they are DOS-based games, you can download DOSbox for windows. It works great, right down to the IPX network emulation. I've used both the Linux version and the windows version and have nothing but good things to say about it.
Yep, DOSBox will even emulate the older CPU timing.
It's Warcraft II and 688i and MiG Killers, etc. I have no idea if it's DOS based or not.

I have War2 set up here. My kids and I play network games from time to time. It works 100%. Don't know about the other two. You might check here:
I can't help you out with that, but I have a Windows 98 SE product key permanently stuck in my head.
+1 for dosbox.
I have heard that Microsoft has released a generic Win 98 key since it is so far out of support (you can search for it).
Legally though, I think you would still need a disc. Of course there are likely many many thousands of them laying around not used. I do not have one though.

I will also dig through my crap, I should have at least one.
