If they are DOS-based games, you can download DOSbox for windows. It works great, right down to the IPX network emulation. I've used both the Linux version and the windows version and have nothing but good things to say about it.

I can't help you out with that, but I have a Windows 98 SE product key permanently stuck in my head.
I have heard that Microsoft has released a generic Win 98 key since it is so far out of support (you can search for it).
Legally though, I think you would still need a disc. Of course there are likely many many thousands of them laying around not used. I do not have one though.
