The Bar takes the report, and notifies the Lawyer.  The Lawyer gives their side. Then they do nothing, put a formal complaint on the Lawyers record, Recommend for Disbar, etc.

In this case they will probably just send him the complaint, hear his side, then dismiss, but it will cost him time and hassle. He will also have to tell his higher ups.

We should all look for this car when it hits the market and do it right back to him

So, here's a question for those in the know: 

Many companies offer a benefit (whether complimentary or optional) of "legal insurance". My understanding is it usually gets you access to lawyers for a free consult and then generally better rates if you need them for something serious. 

Would something like that have helped the seller (Ian) in this situation? If so, how much?
