That is the question I have. The powers that be at work have me using this. The mail alert sound is a very soft *bling*. But I work next to the auto shop with an open door and most of the time I don't here it. Yes, I have a visual that pops up also for a limited time of maybe 10 seconds and that doesn't help either. Before the Outlook Web App my mail alert was one of the Star Trek red alert klaxons which I could hear over the back round noise almost anywhere in the department.
The general consensus online (including searching Microsoft help forums) is the sound CANNOT be changed when using the app. But there is a work around for almost anything.

This worked for me. Add a .wav version of your sound to the folder and you can have your klaxon.
Exit Outlook > Open Control Panel > Sound > Sounds tab > Program Events;Windows;New Mail Notification
EDIT: The below looks like it no longer works in whatever the current version is.
Not sure about a custom sound, but you can change it to a different system sound. In outlook, File>Options>Mail (left menu)>Sounds>find the right notification to change, find your favorite sound. You can probably somehow get a file of the klaxon in the same format and size and save it wherever the rest of them are saved.
