Has anybody purchased a kart in Canada and trailer it to the states? Does it require and paperwork to get across the border?

Have a receipt, declare it at customs. Pay the import duty if any. If there is a Canadian company that already exports to the US they could tell you if the US has import duty.
I have no idea on the details, but you probably have a personal exemption based on the length of time you're out of the US. If the total purchase won't fit the exemption could the transaction be split up to $x the kart, $y the spares package which fits under the personal exemption.
PS I assumed a go kart, if this is something that needs registration check government web sites besides whether or not you can import there may limitations on when and where importation can take place. Forewarned is for-armed.
Phone your customs office. They are government employees, and their job is to tell people what they need to do.
I went and asked about bringing a car north, and they told me what the American side wanted, what they wanted, and then she threw in a good bit of advice. "Pull the rear seat out and make sure nobody lost a bag of weed back there. That will cause you no end of trouble."

Potheads never lose bags of weed!
My buddy hid weed in our spring break (1982) hotel room only to get it taken by the maid.
He was pissed and called the manager to tell him that "something" was stolen and he wanted it back. Manager was wanting more details but he won't say and it never went far.
Never got the weed back and the rest of the trip was a bummer since he was dry.
It would be purchase from a private seller
