It is usually called a break-off screw and should be available from most hardware or electrical supply stores (Lowes, Home Depot, etc). It is usually an 8-32 thread and can be snapped off at various lengths as needed. It can also just be replaced by a regular machine screw of the right thread and length.

Not the same, it screws through three different openings and helps pull each tight. It's for two piece center caps on an old set of racing dynamic wheels

This O ring seals the main oil gallery to the rear main seal plate on a Honda J series V6 and is the usual cause for an oil leak in the bellhousing. Easiest with engine out etc.
