I have bought enough cars with dry-rotted tyres.. the last three to be exact :(

I've never heard of tire age being checked on any US auto inspection, but I know for a fact that it is checked in the UK, Germany and some other EU countries.
My take is this: speed did not cause the collision, bad judgement did. Speed contributed to greater impact for sure, but in and of itself is not culpable. You don't take a super car on surface streets to ludicrous speeds with questionable tires and expect good things to happen. Simply a case of a momentary lapse of good judgement.
