I have issues with how the story is even written in reference to the charges made. I mean I can make and consume for my own use 'shine upto like 20 gallons or something per year. So just because I have the parts to make doesn't equal I'm intending to sell. Same with the "unlicensed and unmarked firearms". Is he making them for self use? It is legal to do so like the alcohol. If he is mutialing serial numbers that's a different story. Rocket launcher? I'd like to know if it can even fire but then again you need a class3(?), I think, FFL to possess.
Too many unknowns here....

there wouldn't be. They were a one time use disposable launcher. RPG's can keep shooting as long as you have grenades to reload.

Pretty sure Cali has laws preventing homemade. It's driven up the price on the stuff that is on their approved lists.
If they have a rap sheet already, they'll get a slap on the wrists.
