Yes 20K seems high to me also.  He was also trying to talk me into a mini-split and eliminating the baseboards.  Just had that room added to the central air so I do not like that idea.  He wants to use closed cell foam, swears it will be the vapor barrier.  But if that is the case what about the PT joists sitting on the concrete?  

I like the vented underlayment, am discussing it with the other contractors quoting.

I would be happy to have you come up here and do it, thought you were otherwise employed right now.

The vented underlayment is not a full solution. It's a last piece of insurance. 
 

Yes, the closed cell foam can function as a vapor barrier, but only if it is continuous. With the PT joists, it won't be (on either the top or the bottom edge). 
 

Otherwise employed?  I'll always keep busy. And I'll always find time for stuff when I need to. 😉

Finally found a contractor who has experience with this and quoted a reasonable number.  The concrete will be sealed with a roll on compound and then wood will duplicate the original floor, but with thin trex between the concrete and the wood.  Insulation is going between the joists and a vented underlayment over the plywood.  The whole job is about half what the other guy quoted.  There was a third who quoted even higher.  I am pretty comfortable with the crew, it is a local business and has several commercial customers we know.  Reviews were very favorable.  Thanks to all who replied, the demo and contractor selection have been a pain, hope things go better now.
