I think you've got it backwards, first the stud was sawn off for clearance, then the (poor) welding occurred when that didn't work.
Did you write the obligatory VEHICLE IS UNSAFE TO DRIVE on the work order?
Wasn't my RO, it was another advisor. But that's not the first time we have seen trimmed ball joints. Typically they stick the wheel on, mark where it interferes, then chop it off with a muffler cutter with the nut still in place, I have seen anothe (no pic) where the cut off nut was about 1/8" from the tire and yes you could see scrape marks where the tire had touched. It makes my skin crawl when one of those jacked up goofy looking things gets near me on the road.

Holy berkeleying E36 M3 that thing is scary. Note to self: take the speeding ticket to get the berkeley away from those things as fast as possible.
