That's an option.

Another one would be a change to the '!' alert system so that things are automatically collapsed after 'X' number of alerts, and flagged for admin deletion after 'X+Y' alerts.

We could also consider moderators (...but that's open to abuse)

No on the moderator front. We have moderators. They work for the magazine. Every forum I'm on has a moderator I don't like, and I think that it is a common opinion. Well, every forum except the one with only 5 active posters
