A friend works for the Port Authority, with several colleagues who were in the buildings on 9/11. Though the PA is expected to be a big tenant of the building, there are a E36 M3-ton of people who will retire/quit before taking an office in the new tower...

The original World Trade Center was a complex of seven buildings, six office buildings and a hotel, the Twin Towers being WTC buikdings 1 and 2. According to Wiki the archetect, Yamasaki was asked, "Why two 110-story buildings? Why not one 220-story building?" His response was: "I didn't want to lose the human scale."[66] [66]

but yeah, this building looks much better than the old ones did..
I'm not saying they should have been blown up, just that they weren't very attractive.
