Thats not urine. Thats the smell of diesel urea exhaust fluid. They love their diesels in Europe! :)

"I've just got back from Paris, spent a long weekend there visting family. I have to say, the LAST thing they should be worrying about is traffic in the capital. Yes its bad, (no different from any other capital city) but they should be spending the money regenerating the area that look like the shanty towns of Sau Paulo! Apparantly, they have had an influx of imigrants from Romania who have set up these little fuvelas underneath every motor way intersection and derlict bit of land. Looks unbelievably awful."
Well, you have to protect the immigrants from exhaust fumes when they are living in a van down by the river...
