You could do worse. Those wheels aren't cheap, it has a carb conversion with what looks to be a return type regulator, and all the A/C stuff looks intact. For a grand it's a great start for a challenge car.

Is it just me or are the manuals nearly always better taken care of? or they only made 5% manuals...

There are VERY few manuals around and they tend to be more enthusiast owned and less white trash owned.

I have absolutely zero use for it...but I'm still tempted to walk up to the guy with $1K and see what happens.

I should not, though. Instead, I spent yesterday afternoon working on a project I already own. I'll try to distract myself that same way today as well ;).
