Is that cage even close to passing tech at any event that goes around corners?
The cage could be reused if you add a diagonal to the main hoop, cut the rear braces out and put in proper ones, and add a second diagonal to the door area to form an "X" and it then may pass. But only if the tube is the correct diameter and wall thickness.
Looks like it has very little, if any rust. If this were local to me my wife would be pissed. 
Cage looks like it's meant for drag racing; an entirely different set of requirements than those of the SCCA
The bend out and in on the front down tubes is a little scary to me!
