Looks like an amusement park go kart to me - no room for a real engine. But the description is hilarious! If it was closer to me, I'd make an offer.
Looks like it was powered by a snow mobile engine.

Yup, looks like snowmobile powered at some point. This is either the same car or one of the 6 that didn't murder their drivers, claimed 55 HP and 100+ mph.
Some kind of proto-F440 with add on wings maybe? Definitely dont need wings with 80hp.

Sounds like something that would have been at that Traction Park place in the 70s...
Looks a little bigger but pretty similar to these guys that used to run at Malibu Grand Prix amusement parks.
The Action Park cars were actually made by Lola, but they were more go kart than race car. It seems as if one of them turns up on NY or NJ Craigslist every year or two.
