if you think about it, for an electric conversion of something like this, a golf cart drivetrain is probably a pretty good idea. they run on readily available lead acid batteries, used golf carts are cheap, and the ones at airports can move 4-6 people plus luggage at parade speeds without too much trouble.
I mean, if it's worth doing, isn't it worth overdoing? 
They put this one on its side in Atlanta three years ago. The electric carriage would be ideal if you were allergic to horses.
