Depends on the rule set he's going to compete with.
Before that? Driver training. Learn to left foot brake to keep the turbo spooled coming out the corners, etc.
Then focus on buying parts.
The 944T comes with many of the factory upgrades, so it's a good start. Lighten it as much as possible, they arent light cars since they tend to be pretty well loaded.
Put on a good set of struts/shocks (Koni/Ground Control) with the stiffest torsion bars and adjustable spring perches, 2.5" diameter springs up front with adjustable upper strut mounts. Stuff the wheel wells with wide and short rubber and go racing. Eventually you'll probably want better bushings and larger, adjustable sway bars. This is all depending on the rules though.
Seat time, seat time, and more seat time. I autocross a regular 86 944 and it's still pretty much stock. I've been doing it for 5 years (with two Season Championships) and I still need more seat time before any mods will actually start to be worthwhile.
Make sure it's maintained well and everything is in factory working order. Put good tires on it (I use the Hankook Ventus R-S3). And then drive, drive, drive.
