I'm thinking its an old manual strut spring compressor, anyone able to confirm?
Drill press. I've got one, you attach an old corded drill to it. Half the base plate seems to be missing
That... is a hell of a thing. 
It looks like that old school thing they used to use to do that job back in the day.
