Knowing what I do know, I'd try to find a cheap 99+ car and swap on sport brakes, good suspension, Rcomps and standalone with I/H/E and enjoy embarrassing "faster" cars.

But drive both. The better track car doesn't mean anything if you don't enjoy the car.
Recipe for Miata (because I don't know yuppiecars): get a 1994-05, add good suspension, 15x7 with 205/50-15 RA1s, stock brakes (with stock power, they'll work just fine and the consumables are cheaper), a rollbar and a foamectomy. It can be driven to the track as-is, but if you really want different tires and more tools then get a HF trailer and a lightweight trailer hitch.
If I got the power urge, I'd go with a 6-8 psi turbo with piggyback fuel management. Nothing complicated.
And voila, I've pretty much accidentally described my street Miata up until a year ago. I can supply brand names if you'd like, but there's not much point

So...my father is in need of a fuel efficient DD since he drives 40 miles one way to work and 40 miles back and gas prices are really killing him. Through lots of discussion he will most likely be taking my DD and now I have about 10k to get a fun AND reliable DD. Any thoughts?

I would go for an early WRX wagon myself if gas mileage isn't a huge concern.
I was just looking that up! Gas milage is a bit of a concern I'd like to get around 20 MPG

I got a steady 25mpg in my 02 wagon. It wasn't as fun to drive as my Miata but it sure was a lot more practical.
