I remember European Car mag did an article on a place down that way that imported these. I'd love one. However, I am poor.

My lawyer friend says, "The 93-95s have NHTSA/FMVSS import ban exemption numbers. All you need to do to import one is to have a registered importer bring it to FMVSS safety standards and have it registered in your state. Essentially, it just needs to pass a state inspection ... And Florida is one of the easiest to pass."
Sun International Racing federalized a handful of Escort Cosworths in the '90s.

Small turbo models like the one listed are apparently legal for import and federalization. Ain't cheap (I've heard as much as $10k from a knowledgeable and experienced source), so if it's already federalized and stateside, it's worth the premium. But $24.5k is a bit pricey still.

I guess I should have actually checked the list before I posted. I've registered cars in Florida. You can get tags for anything there. I'm pretty sure it would be a nightmare here though.
If it was done legally and is documented correctly, please buy it.
