Alright. I've been googling for at least an hour and a half. Save me from myself. 
 

looking for cheap 17x8 or 9" wheels. 5x114.3. High offset. And 67mm bore or larger. 
 

Everything I find in 17" has something off the other end of the list. 
I specify oem just because it's cheaper on Facebook. 
 

I need all four, less than $500. Don't need tires.

I found some Acura wheels for half the price of 05 newer ‘stang. The bore is slightly smaller, but I can bore that out just enough. At the time he had another set, nicer but had new 225 / 60 R 17’s on em, so 600. 

Prolly not one word of this helps, but...

Someone here noted that Rock Auto is a source for reconditioned OEM wheels. Now I've done it as well.

That's where I've spent most of my time. But it's hard to find something stylish and meets the criteria. I wish the roadkill site had pics of the wheels. That's been a YUGE waste of my time. Find a wheels, meets criteria? Google wheel images. Can't find a for sure wheel pic, as Yuugle wants to hock trash at me. It's real time consuming. Plus there are no guarantees that particular wheel is anywhere near me. Last night I just typed in 17x8 for marketplace and wanted my time searching that way. At least then I knew the options were available to buy.

O Google something like "OEM XXXXXXX  wheels" and put in whatever OEM manufacturer has the right fitment. Example for "OEM Mustang wheels".......Mustang Wheels, Mustang Rims | AmericanMuscle

I've done this for each of my cars, Miata, MINI, GMC Canyon and VW GTI. It usually works and you can find the specs for each model of rim.

A good place for stock wheel images...

www.car-part.com  Plug in the year, make , and model of the stock car you are interested in.  From there you can choose wheel with image.  This will also lead you to JYs in your area that have that wheel.  Sure, they may be higher priced that CL/FB but the images are a good resource anyway.  

For 5x114.3 look at 5x4.5 which is the same.  Given your rather large bore size of 67.1, look at Hyundai/Kia and Jeep.  The Jeep options might have what you want.  

As I seem to remember, these are Jeeep wheels.  I'm not sure of size.

Those are jeep wheels.  They are 15s.

 

Jeep wheels will probably be what you end up with.  They need to be a bit older to have the correct bolt pattern.  Look at 2004 and older jeep wheels.

 

That being said, I'm not seeing any own 17 in 5 x 4.5 for jeep.  They are all 15 and 16.

 

How about a 1999 mustang gt?

Mazda RX-8 wheels are 18x8" and often cheap.

I'm going to state something which may be obvious, but it's possible to buy new aftermarket wheels under/around/just over your price range. Just saying in case you're having trouble finding something. Sometimes it's not worth saving $100.

Liberty had 17" higher offset 5x114 but I don't think they were wider than 7.5 or 8. I have a set of the six spoke version that kinda look like 190e evo wheels.

Yes, www.car-part.com. I have used them to track down OE rims on a couple occasions.

Bonus: If you're looking for stuff for unpopular cars, you can sometimes find great deals from yards that are geographically distant from anyone who might want to buy. For example, I bought a full set of OE Saab rims for $100 from a yard that would otherwise likely sent them off to a recycler because they were in Podunk, USA.

Top tip: Don't use the feature where you request a quote. No one has ever responded to me. Call the yard and talk to an actual person.

The issue with Jeep wheels, along with a lot of other RWD wheels, is that they are low offset. He said he needs high offset.

LH wheels (Intrepid, Concorde, LHS, 300M) are 5x114.3, should have a high offset (mid 30's to mid 40's) and a hub bore of 71mm

Downside, majority are 17x7 or 16x7

Mazda Kia/Hyundai and Jeep as mentioned would be the makes to search for. Honda is close but the hub needs bored out by 3mm, and finding shops to do that can be tricky. 
 

wheel size .com has been a very useful site for me as well.
