Nope, it's a Reliant Kitten. It's a popular "tiny" car in the UK similar to a Festiva in the USA. Both are small econoboxes that attract mad modifications.
I will own an HSR replica one day, I'll never be able to afford one of Pentii Arikkala's ex rally cars.
A few more of that flared Kitten, and a stocker.
