There is some information for the Appalachian series here. Basically, they take most (maybe all?) Solo II and SCCA GCR roadrace classes and assign them to one of eight classes.
Other hillclimb series may be different. For example, the Pennsylvania Hillclimb Association (PHA) has some Solo II classes (street prepared and street mod, I think) as well as the GCR classes, some vintage classes and a few others but they have them all as separate classes rather than lumping them together like Appalachian does.

Ok, I missed the second question. I know that the Pine Mountain Hillclimb fee was $325 this year. Others may be different.
