A Google Lens search says either t-dollies, or beetle nerf bars. I'm inclined to go the latter. They came in a tote of parts I purchased with a car. The car was not a VW.

Definitely look like nerf bars to me. They weren't just used on bugs. Heck, my pops had an early 60's econoline van with Nerf bars when I was a kid.
