Our house had two lampposts on the back patio, until I busted the top off one trying to keep the squirrels out of the bird feeder.

Looks like cheap cast aluminum? Could this be JB Welded or otherwise reliably glued back together? I don't have welding equipment or skills.

I think the washer piece sat on top of the busted off piece. I could wire brush it up and gob it up with JB Weld or other epoxy. Worth a try? Or just pay the stupid fine and replace the lamppost? Thanks!

I would definitely clean that up and try jb weld on it. Just have to find a way to keep the top stable for a few hours as it cures. 

If you fail all you're out is a tube of jb weld. 

Absolutely. Lay a pad of JB Weld down there and push the pieces back together. It will hold as well as you'd ever need a lamppost to hold.

This. What have you got to lose except for a few dollars and hours of your time. Although, depending on the cost of the new lampost, I may just go that way as I do place a value on my free time.

Use Acetone to clean up the two mating surfaces first. Should hold forever.

JB weld should work fine.

I might also consider a mechanical attachment.  Drill holes at the red dots:

Then drill and tap the ferrule for some #10 stainless bolts.
