The general rule on the employee side is that if you have another offer that you are really considering, you do not take a counter offer. The increased pay will not sure solve all the issues that exist in your job. On the employer side the general rule is any employee who is considering leaving for more money, will leave in the near term anyway. Employers still make counter offers but generally if you have been investigating other opportunities you should take the one offered as statistically you will not be in your existing job in 1 year if you accept the counter offer.
