I've understood it to be a fairly common practice in the middle east to pay protesters - need a crowd - no problem, but you'll need to cough up a few dinars. So the obscure, poorly made film is the excuse - fork over some money and you have an instant diversion. Subsequent protests - we're the great satan, so why not.
It's also common practice to pay for mourners at a funeral so those big crowds you see mourning the "senseless" death caused by the American pigs are really just a sign of how much money they spent.
